Medicaid Coverage Update for Persons with Intellectual and Developmental Disabilities
The Agency for Health Care Administration is modifying eligibility for enrollment in the Intellectual & Developmental Disabilities Comprehensive Managed Care Program (ICMC) in accordance with s. 409.9855 (2)(b)4, F.S. ICMC is a pilot home and community-based waiver program covering comprehensive Medicaid benefits, including medical assistance, long-term care, and specialized home and community services for persons with IDD.
Individuals who meet the following criteria are eligible to be enrolled in ICMC program:
- Reside in Florida and are Medicaid eligible.
- 18 years of age or older.
- Have a developmental disability as defined in s. 393.063, F.S.
- Are in any pre-enrollment category for iBudget waiver services.
As of July 1, 2026, individuals who are already enrolled in either the Individual Budgeting Developmental Disabilities Waiver program (sometimes referred to as iBudget waiver) or the Statewide Medicaid Managed Care (SMMC) Long Term Care program who meet the criteria above may transfer their enrollment into the ICMC Program.
The ICMC Program is implemented through a contract with Florida Community Care (FCC). Providers interested in serving ICMC members should visit the FCC website: https://fcchealthplan.com/icmcprogram/icmc-providers/
The Agency requires FCC to make continuity of care payments to out-of-network providers who are serving ICMC enrollees prior to the effective date of their enrollment or transfer from another program. This continuity of care period lasts 180 days from the date of enrollment.
